Monitoring

One idea: Monitoring should be done in rounds. Should be client initiated, that is: client would receive list of monitoring tasks and reply to server according to its schedule. Likewise monitoring could/should include DEL and REP actions on specific files. Monitoring can include file consistency, server parameters, network parameters, etc.
